Article R2333-120-20 of the French General Code of Local Authorities

The Commission du contentieux du stationnement payant is chaired by a magistrate of the administrative courts and administrative courts of appeal with the rank of president, appointed by decree of the President of the Republic on the proposal of the vice-president of the Conseil d’Etat for a renewable term of five years.

The president of the commission is responsible for the organisation and operation of the jurisdiction over which he presides. He is responsible for managing the services of this court and for maintaining internal discipline and ensuring that court proceedings run smoothly.

He communicates directly with the heads of the other courts and with all administrative authorities on matters concerning the organisation and operation of the court over which he presides.

In the event of absence or impediment, the chairman of the committee shall be replaced by the most senior chamber chairman in the order of the table, or failing this, by the chamber chairman who follows in the order of the table or, failing this, by the magistrate designated by the chairman of the committee.

The chairman of the committee is replaced on an interim basis by a judge appointed for this purpose by order of the vice-president of the Conseil d’Etat.

La commission du contentieux du stationnement payant est présidée par un magistrat des tribunaux administratifs et des cours administratives d’appel ayant le grade de président, nommé par décret du Président de la République sur proposition du vice-président du Conseil d’Etat pour une durée de cinq ans, renouvelable.

Le président de la commission est responsable de l’organisation et du fonctionnement de la juridiction qu’il préside. Il assure la direction des services de cette juridiction et le maintien de la discipline intérieure et veille au bon déroulement de la procédure juridictionnelle.

Il communique directement avec les chefs des autres juridictions et avec toutes autorités administratives pour les questions concernant l’organisation et le fonctionnement de la juridiction qu’il préside.

En cas d’absence ou d’empêchement, le président de la commission est suppléé par le président de chambre le plus ancien dans l’ordre du tableau, ou à défaut, par le président de chambre qui suit dans l’ordre du tableau ou, à défaut, par le magistrat désigné par le président de la commission.

L’intérim du président de la commission est assuré par un magistrat désigné à cet effet par arrêté du vice-président du Conseil d’Etat.
