Article R2334-16 of the French General Code of Local Authorities

The calculation of the sums due to the beneficiaries is forwarded by the academic services to the departmental or, where applicable, regional director of public finance responsible for paying the main remuneration of the beneficiaries of the allowance. The latter notifies the operations carried out to the accounting officer of the Centre national de la fonction publique territoriale, who carries out the control operations defined in the 2° of article 19 of decree no. 2012-1246 of 7 November 2012 relating to public budgetary and accounting management, with the exception of checking that the payment is in full discharge of its liabilities, which is the responsibility of the departmental or, where applicable, regional director of public finance.

Le calcul des sommes dues aux bénéficiaires est transmis par les services académiques au directeur départemental ou, le cas échéant, régional des finances publiques chargé du paiement de la rémunération principale des bénéficiaires de l’indemnité. Ce dernier notifie les opérations effectuées à l’agent comptable du Centre national de la fonction publique territoriale, qui procède aux opérations de contrôle définies au 2° de l’article 19 du décret n° 2012-1246 du 7 novembre 2012 relatif à la gestion budgétaire et comptable publique, à l’exception du contrôle du caractère libératoire du règlement qui incombe au directeur départemental ou, le cas échéant, régional des finances publiques.
