The classification mentioned in the last paragraph of I of article L. 2334-40 is a function of a synthetic index of resources and charges, made up for each commune:
1° Of the ratio between the financial potential per inhabitant of all the metropolitan communes belonging to the same demographic group and the financial potential per inhabitant of the commune, as defined in article L. 2334-4 ;
2° The ratio between the total number of people receiving housing benefit, including their spouse and dependants usually living in their household, in the total number of dwellings in the municipality and this same proportion recorded in all the metropolitan municipalities belonging to the same demographic group ;
3° The ratio between the average per capita income of all the metropolitan municipalities in the demographic group to which the municipality belongs and the per capita income of the municipality, calculated by taking into account the total population of the municipalities, as defined in the first paragraph of Article L. 2334-2, in respect of the year preceding the apportionment.
The provisions laid down in 1°, 2° and 3° apply to two demographic groups: communes with 5,000 to 9,999 inhabitants and communes with 10,000 inhabitants or more. For the application of these provisions to communes with fewer than 5,000 inhabitants, the demographic group of communes with 5,000 to 9,999 inhabitants is taken into account.
Housing subsidies used for the application of 2° are the benefits provided in article L. 821-1 of the Construction and Housing Code.
The income taken into consideration for the application of 3° is the last known taxable income. The income taken into consideration and the total number of recipients of housing benefit, including their spouse and dependents usually living in their household, are those used for the distribution of the allocation provided for in article L. 3334-6-1 the year preceding that in respect of which the urban policy grant is paid.
The synthetic index of resources and charges is obtained by adding the ratios defined in 1°, 2° and 3°, weighting the first and second by 45% and the third by 10%.
The municipalities are ranked according to the decreasing value of their synthetic index.
