Article R2372-5 of the French Public procurement code

For the award of a project management contract relating to the refurbishment of a structure, the purchaser may use a competitive dialogue when the conditions for using this procedure are met.
A jury may be set up in accordance with the provisions of article R. 2371-6.
In this case, it examines the applications and formulates a reasoned opinion on them in a report. The purchaser draws up the list of candidates admitted to the dialogue in the light of this opinion. At the end of the dialogue, the jury examines the final bids, evaluates them and classifies them in a reasoned opinion which is recorded in the minutes. It may invite the candidates to provide details, clarifications, improvements or additions to their final bids.
The contract is awarded on the basis of the jury’s opinion.

Pour l’attribution d’un marché de maîtrise d’œuvre relatif à la réhabilitation d’un ouvrage, l’acheteur peut recourir au dialogue compétitif lorsque les conditions de recours à cette procédure sont réunies.
Un jury peut être composé conformément aux dispositions de l’article R. 2371-6.
Dans ce cas, il examine les candidatures et formule dans un procès-verbal un avis motivé sur celles-ci. L’acheteur dresse la liste des candidats admis au dialogue au vu de cet avis. A l’issue du dialogue, le jury examine les offres finales, les évalue et les classe dans un avis motivé qui fait l’objet d’un procès-verbal. Il peut inviter les candidats à apporter des précisions, clarifications, perfectionnements ou compléments sur leur offre finale.
Le marché est attribué au vu de l’avis du jury.
