Article R2393-38 of the French Public procurement code

Once the contractor fulfils the conditions for receiving an advance, an advance is paid, at their request, to the subcontractors benefiting from direct payment.
For the purposes of calculating the amount of this advance payment, the maximum amount is assessed by reference to the amount of the services entrusted to the subcontractor as set out in the contract or in the special deed referred to in article R. 2393-27.

Dès lors que le titulaire remplit les conditions pour bénéficier d’une avance, une avance est versée, sur leur demande, aux sous-traitants bénéficiaires du paiement direct.
Pour le calcul du montant de cette avance, le montant maximal est apprécié par référence au montant des prestations confiées au sous-traitant tel qu’il figure dans le marché ou dans l’acte spécial mentionné à l’article R. 2393-27.
