Article R2431-10 of the French Public procurement code

The purpose of the preliminary design studies is:
1° To specify the general composition in terms of plan and volume;
2° To assess the internal volumes and external appearance of the structure;
3° To propose the technical arrangements that may be envisaged;
4° To specify the timetable for completion and, where appropriate, the division into functional phases;
5° To draw up a provisional estimate of the estimated cost of the works.

Les études d’avant-projet sommaire ont pour objet :
1° De préciser la composition générale en plan et en volume ;
2° D’apprécier les volumes intérieurs et l’aspect extérieur de l’ouvrage ;
3° De proposer les dispositions techniques pouvant être envisagées ;
4° De préciser le calendrier de réalisation et, le cas échéant, le découpage en phases fonctionnelles ;
5° D’établir une estimation provisoire du coût prévisionnel des travaux.
