Article R2431-21 of the French Public procurement code

The purpose of the preliminary design studies is:
1° To propose one or more overall solutions reflecting the major elements of the functional programme and to present the general technical provisions envisaged;
2° To indicate the provisional timescales for completion;
3° To establish a provisional estimate of the provisional cost of the works for the various solutions studied.

Les études d’avant-projet sommaire ont pour objet :
1° De proposer une ou plusieurs solutions d’ensemble traduisant les éléments majeurs du programme fonctionnel et d’en présenter les dispositions générales techniques envisagées ;
2° D’indiquer des durées prévisionnelles de réalisation ;
3° D’établir une estimation provisoire du coût prévisionnel des travaux des différentes solutions étudiées.
