Article R2614-3 of the French Public procurement code

Draft contracts and any amendments thereto must be approved in writing by the Prefect prior to signature. In the absence of a response within fifteen days of the reasoned proposal from the territorial collectivity of French Guyana or the Department of Mayotte, the agreement is deemed to have been reached.

A défaut de réponse dans un délai de quinze jours suivant la proposition motivée de la collectivité territoriale de Guyane ou du Département de Mayotte, l’accord est réputé acquis.
