For the purposes of III of article L. 312-1, silence on the part of a credit institution for a period of fifteen days from the date of the notice of receipt, or the applicant’s hand-delivery of an application to open an account, shall be deemed to constitute a refusal to open the account.
On expiry of this period, the credit institution will send the applicant a statement of refusal and the reason for the refusal, and will inform the applicant that he or she may obtain a deposit account by applying to the Banque de France to designate a credit institution.
