Article R3123-19 of the French Public procurement code

If the candidate relies on the capacities and abilities of other economic operators, it must provide evidence of the capacities and abilities of these economic operators and prove that it will have them throughout the performance of the contract. This proof may be provided by any appropriate means.
With regard to financial capacity, the conceding authority may require that the economic operator and the other entities in question be jointly and severally liable for the performance of the concession contract.

Si le candidat s’appuie sur les capacités et aptitudes d’autres opérateurs économiques, il justifie des capacités et aptitudes de ces opérateurs économiques et apporte la preuve qu’il en disposera pendant toute l’exécution du contrat. Cette preuve peut être apportée par tout moyen approprié.
En ce qui concerne la capacité financière, l’autorité concédante peut exiger que l’opérateur économique et les autres entités en question soient solidairement responsables de l’exécution du contrat de concession.
