Article R3252-28 of the French Labour Code

If the employer fails to make payments in execution of a seizure, the judge shall issue an order declaring him personally indebted in accordance with article L. 3252-10. The employer is notified of the order. The court clerk informs the creditor and the debtor.
If no objection is lodged within fifteen days of notification, the order becomes enforceable. Enforcement is pursued at the request of the most diligent party.

Si l’employeur omet d’effectuer les versements en exécution d’une saisie, le juge rend à son encontre une ordonnance le déclarant personnellement débiteur conformément à l’article L. 3252-10. L’ordonnance est notifiée à l’employeur. Le greffier informe le créancier et le débiteur.
A défaut d’opposition dans les quinze jours de la notification, l’ordonnance devient exécutoire. L’exécution en est poursuivie à la requête de la partie la plus diligente.
