Article R331-17 of the French Sports Code

The Minister for the Interior and the Minister for Transport jointly draw up the list of roads that are permanently, periodically or temporarily banned for all sporting events or for certain categories of them, due to the impact that their staging may have on the economy, tourism or general safety. They may, however, specify the conditions under which such roads may be crossed or used over a reduced distance during such events.

Le ministre de l’intérieur et le ministre chargé des transports fixent conjointement la liste des routes interdites à titre permanent, périodique ou provisoire, à toutes les manifestations sportives ou à certaines catégories d’entre elles, en raison des incidences que leur déroulement peut avoir sur l’économie, le tourisme ou la sécurité générale. Ils peuvent toutefois indiquer sous quelles conditions lesdites routes peuvent être soit traversées, soit empruntées, sur une distance réduite lors de ces événements.
