The organiser of a sporting event with a ranking, timekeeping or timetable fixed in advance must obtain the opinion of the relevant delegated federation before submitting his declaration file to the competent administrative authority.
The federation must give its opinion, which must be substantiated with regard to the technical and safety rules mentioned in article R. 331-7, within one month of the date of receipt of the request for an opinion.
This opinion is communicated by any means, including electronically, to the organiser and, in the event of an unfavourable opinion, to the competent administrative authority.
If the opinion is not issued within one month, it is deemed to be favourable.
The obligation to obtain this opinion is waived:
1° When the event is organised by members of the delegating federation responsible for issuing the opinion and this event is included in the federation’s calendar mentioned in 1° of article R. 131-26;
2° When the event is organised by an approved federation or one of its members and there is, in the discipline which is the subject of the event, an annual agreement concluded between this federation and the delegating federation concerned and relating to the implementation by the approved federation of the technical and safety rules laid down by the delegating federation.
