Article R3334-17 of the French General Code of Local Authorities

The share of the departmental equipment grant for collèges allocated to all the departments in each region is determined each year in such a way as to take into account, up to 70%, the capacity of the establishments and, up to 30%, changes in the school-age population.

The 70% intended to take account of the capacity of the establishments is distributed as follows:

1° 30%, in proportion to the total developed surface area of public colleges;

2° 15%, in proportion to the total developed surface area of public colleges built before 1973;

3° 5%, in proportion to the surface area of mobile classrooms;

4° 20%, in proportion to the number of pupils in public colleges.

The 30% intended to take account of changes in the school-age population is allocated as follows:

1° 25%, in proportion to the number of births recorded in the region between the seventh and fourth years preceding the year in which the allocation is granted;

2° 5%, in proportion to the number of pupils in public secondary schools and the total floor area of these secondary schools.

The 5% share allocated on the basis of the ratio defined in 2° of the previous paragraph is distributed, between all the départements in each region where this ratio exceeds the ratio of the same terms calculated at national level, in proportion to the difference between the ratio recorded in the region and the national ratio.

La part de la dotation départementale d’équipement des collèges qui revient à l’ensemble des départements de chaque région est déterminée chaque année de manière à tenir compte, à concurrence de 70 %, de la capacité d’accueil des établissements et, à concurrence de 30 %, de l’évolution de la population scolarisable.

Les 70 % destinés à tenir compte de la capacité d’accueil des établissements sont répartis comme suit :

1° A raison de 30 %, proportionnellement à la superficie développée hors oeuvre totale des collèges publics ;

2° A raison de 15 %, proportionnellement à la superficie développée hors oeuvre totale des collèges publics construits avant 1973 ;

3° A raison de 5 %, proportionnellement à la superficie des classes mobiles ;

4° A raison de 20 %, proportionnellement aux effectifs des élèves des collèges publics.

Les 30 % destinés à tenir compte de l’évolution de la population scolarisable sont répartis comme suit :

1° A raison de 25 %, proportionnellement au nombre des naissances constatées dans la région entre la septième et la quatrième année précédant l’année d’attribution de la dotation ;

2° A raison de 5 %, en fonction du rapport des effectifs des élèves des collèges publics à la superficie développée hors oeuvre totale de ces collèges.

La part de 5 % attribuée en fonction du rapport défini au 2° de l’alinéa précédent est répartie, entre les ensembles des départements de chaque région où ce rapport excède le rapport des mêmes termes calculé à l’échelle nationale, proportionnellement à l’écart entre le rapport constaté dans la région et le rapport national.
