Article R3443-2-1 of the French General Code of Local Authorities

The minimum operating grant instituted by article L. 3334-7, after apportionment between metropolitan departments and overseas departments, organised by article R. 3334-3 is divided between the overseas departments that meet the conditions for allocation:

1° 80% on the basis of their population, as defined in article L. 3334-2;

2° 10% on the basis of the length of the road classified in the departmental public domain as assessed on 1st January of the year preceding the distribution, the length of road located in mountain areas being multiplied by a coefficient of 1.3;

3° 10% on the basis of their gross financial potential, as defined in article L. 3334-6.

Article R3443-2-1

La dotation de fonctionnement minimale instituée par l’article L. 3334-7, après répartition entre les départements métropolitains et les départements d’outre-mer, organisée par l’article R. 3334-3 est répartie entre les départements d’outre-mer qui en remplissent les conditions d’attribution :

1° Pour 80 % en fonction de leur population, telle que définie à l’article L. 3334-2 ;

2° Pour 10 % en fonction de la longueur de la voirie classée dans le domaine public départemental appréciée au 1er janvier de l’année précédant la répartition, la longueur de voirie située en zone de montagne étant affectée d’un coefficient multiplicateur de 1,3 ;

3° Pour 10 % en fonction inverse de leur potentiel financier brut, tel que défini à l’article L. 3334-6.
