I.-The Director General of the Centre national de gestion, on behalf of the Minister for Health, will issue the authorisation to practise provided for in article L. 4221-12, where applicable in the speciality, after obtaining the opinion of the commission.
II – The application, accompanied by a file containing the documents specified by order of the Minister for Health, is sent to the National Management Centre mentioned in article L. 6152-5-2, which acknowledges receipt within one month of receipt. If the competent authority remains silent for a period of one year from receipt of a complete application, this will be deemed to constitute a rejection decision. This period may be extended by two months, by decision of the competent authority, notified no later than one month before its expiry, in the event of serious difficulty in assessing the applicant’s professional experience.
III – In the event of refusal, the decision of the Director General of the Centre National de Gestion must state the reasons.
