The document is structured into chapters, the number, themes and structure of which are freely decided by the region, within the areas of competence of the plan.
It includes the rules defined by articles R. 4251-8-1 to R. 4251-12 as well as any other general rules contributing to the achievement of the objectives of the outline plan.
To this end, the statement of a rule may be accompanied, as non-binding supplements:
– by graphic documents;
– by proposals for accompanying measures intended for other players in regional planning and sustainable development.
These supplements are distinct from the rules and identified as such.
The booklet includes the procedures and indicators for monitoring and evaluating the application of the general rules and their impact. This monitoring and evaluation system must enable the region to send the State the information referred to in II of Article L. 4251-8.
