Article R4421-11 of the French General Code of Local Authorities

The sites council may validly deliberate, in each of its formations, only if the majority of its members are present or represented.

When the quorum is not reached on a given agenda, the sites council may deliberate regardless of the number of members after a new convocation covering the same agenda and specifying that no quorum will be required.

Le conseil des sites ne peut valablement délibérer, dans chacune de ses formations, que si la majorité de ses membres sont présents ou représentés.

Lorsque le quorum n’est pas atteint sur un ordre du jour donné, le conseil des sites peut délibérer quel que soit le nombre des membres après une nouvelle convocation portant sur le même ordre du jour et spécifiant qu’aucun quorum ne sera exigé.
