Article R4424-21 of the French General Code of Local Authorities

The composition of the application file for designation as a tourist commune and for classification as a tourist resort, as well as the models for the application file, shall be laid down by order of the President of the Executive Council, who shall define the terms of the procedure described in the first two paragraphs of l’article L. 4424-32.
