The report also includes:

1° A diagnosis of the territory. This diagnosis presents, in particular with regard to demographic, socio-economic and ecological forecasts, the needs in terms of spatial planning, environmental protection, facilities, infrastructure and transport, housing as well as economic and agricultural development. It takes into account the location of existing infrastructure and facilities and the challenges in terms of controlling urban sprawl and combating the artificialization of land, preserving the environment, particularly in terms of biodiversity, protecting landscapes and the architectural heritage, as well as those relating to the protection and enhancement of the coastline and those relating to climate change and improving air quality;

2° The environmental assessment provided for in articles L. 104-1 to L. 104-5 of the town planning code. To this end, the report:

a) Presents the objectives of the plan and, where applicable, its relationship with other town planning documents and the plans or programmes mentioned in article L. 122-4 of the Environment Code with which it must be compatible or which it must take into account;

b) Analyses the initial state of the environment and the prospects for its development, setting out, in particular, the characteristics of the areas likely to be significantly affected by the implementation of the plan;

c) Analyses the significant effects of the implementation of the plan on the environment and the prospects for its development.
c) Analyses the likely significant effects of the implementation of the plan on the environment, in particular, where appropriate, on human health, the population, biological diversity, fauna, flora, soil, water, air, noise, climate, architectural and archaeological cultural heritage and landscapes and the interactions between these factors, and sets out the issues raised by its adoption on the protection of areas of particular environmental importance, in particular the Natura 2000 impact assessment referred to in article L. 414-4 of the Environment Code;

d) Sets out the reasons why the plan has been chosen, in particular with regard to the environmental protection objectives established at international, European or national level, and the reasons justifying the choice made with regard to the other solutions considered;

e) Presents the measures envisaged to avoid, reduce and, if possible, compensate where appropriate, for the harmful consequences of the implementation of the plan on the environment;

f) Points out that the plan will be subject to an analysis of the results of its application no later than ten years after its approval. It defines the criteria, indicators and procedures to be used to monitor the effects of the plan on the environment in order to identify, where necessary, any unforeseen negative impacts at an early stage and to envisage appropriate measures if necessary;

g) Includes a non-technical summary of the effects of the plan on the environment.

Le rapport comporte en outre :

1° Un diagnostic du territoire. Ce diagnostic présente, notamment au regard des prévisions démographiques, socio-économiques et écologiques, les besoins en termes d’aménagement de l’espace, de protection de l’environnement, d’équipements, d’infrastructures et de transports, d’habitat ainsi que de développement économique et agricole. Il prend en compte la localisation des infrastructures et équipements existants et les enjeux en matière de maîtrise de l’étalement urbain et de lutte contre l’artificialisation des sols, de préservation de l’environnement, notamment en matière de biodiversité, de protection des paysages et du patrimoine architectural ainsi que ceux relatifs à la protection et à la mise en valeur du littoral et ceux relatifs au changement climatique et à l’amélioration de la qualité de l’air ;

2° L’évaluation environnementale prévue par les articles L. 104-1 à L. 104-5 du code de l’urbanisme. A ce titre, le rapport :

a) Présente les objectifs du schéma et, s’il y a lieu, son articulation avec les autres documents d’urbanisme et les plans ou programmes mentionnés à l’article L. 122-4 du code de l’environnement avec lesquels il doit être compatible ou qu’il doit prendre en compte ;

b) Analyse l’état initial de l’environnement et les perspectives de son évolution en exposant, notamment, les caractéristiques des zones susceptibles d’être touchées de manière notable par la mise en œuvre du schéma ;

c) Analyse les incidences notables probables de la mise en oeuvre du schéma sur l’environnement, notamment, s’il y a lieu, sur la santé humaine, la population, la diversité biologique, la faune, la flore, les sols, les eaux, l’air, le bruit, le climat, le patrimoine culturel architectural et archéologique et les paysages et les interactions entre ces facteurs, et expose les problèmes posés par son adoption sur la protection des zones revêtant une importance particulière pour l’environnement, en particulier l’évaluation des incidences Natura 2000 mentionnée à l’article L. 414-4 du code de l’environnement ;

d) Expose les motifs pour lesquels le schéma a été retenu au regard notamment des objectifs de protection de l’environnement établis au niveau international, européen ou national et les raisons qui justifient le choix opéré au regard des autres solutions envisagées ;

e) Présente les mesures envisagées pour éviter, réduire et, si possible, compenser s’il y a lieu, les conséquences dommageables de la mise en œuvre du schéma sur l’environnement ;

f) Rappelle que le schéma fera l’objet d’une analyse des résultats de son application au plus tard à l’expiration d’un délai de dix ans à compter de son approbation. Il définit des critères, indicateurs et modalités qui devront être retenus pour suivre les effets du schéma sur l’environnement afin d’identifier, le cas échéant, à un stade précoce, les impacts négatifs imprévus et envisager, si nécessaire, les mesures appropriées ;

g) Comprend un résumé non technique des éléments précédents et une description de la manière dont l’évaluation a été effectuée.
