Article R581-14 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The préfet de département and, in Paris, the préfet de police may refer the matter to another EU Member State for the purposes of transferring a foreign national who is a beneficiary of temporary protection in France to the territory of that State. This referral may be made at any time, at the foreign national’s request or with his or her consent.
The préfet de département and, in Paris, the préfet de police may refer a matter to another Member State of the European Union for the purposes of readmission to the territory of that State of a foreign national who has been granted temporary protection there.

Article R581-14

Le préfet de département et, à Paris, le préfet de police peut saisir un autre Etat membre de l’Union européenne aux fins de transfert d’un étranger bénéficiaire en France de la protection temporaire vers le territoire de cet Etat. Cette saisine peut intervenir, à tout moment, à la demande de l’étranger ou avec son consentement.
Le préfet de département et, à Paris, le préfet de police peut saisir un autre Etat membre de l’Union européenne aux fins de réadmission sur le territoire de cet Etat d’un étranger y ayant obtenu le bénéfice de la protection temporaire.
