Article R582-1 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The application for stateless status is submitted to the French Office for the Protection of Refugees and Stateless Persons. It is written in French on a form drawn up by the office. The form must be signed and accompanied by two recent passport photographs and, where applicable, the travel document, civil status documents and a copy of the valid residence document.
When the application submitted is complete, the office will acknowledge receipt without delay.

La demande de statut d’apatride est déposée à l’Office français de protection des réfugiés et apatrides. Elle est rédigée en français sur un imprimé établi par l’office. L’imprimé doit être signé et accompagné de deux photographies d’identité récentes et, le cas échéant, du document de voyage, des documents d’état civil et de la copie du document de séjour en cours de validité.
Lorsque la demande introduite est complète, l’office en accuse réception sans délai.
