Article R611-2 of the French Civil Aviation Code

The training of crews and ground staff not paid by the State gives rise to the payment of tuition fees by the air transport companies for the benefit of which this training is given or by the interested parties themselves in accordance with the procedures laid down by order of the Minister responsible for civil aviation and the Minister responsible for the budget.

The sums collected are attached to the budget of the Ministry responsible for civil aviation in accordance with the procedure laid down for public interest expenditure.

Article R611-2

L’instruction des équipages et des personnels à terre non rémunérés par l’Etat donne lieu au versement des frais de scolarité par les sociétés de transports aériens au profit de qui est donnée cette instruction ou par les intéressés eux-mêmes selon les modalités fixées par arrêté du ministre chargé de l’aviation civile et du ministre chargé du budget.

Les sommes recueillies sont rattachées au budget du ministère chargé de l’aviation civile selon la procédure prévue en matière de fonds de concours pour dépenses d’intérêt public.
