The conciliation commission, set up by article L. 6142-11 to settle any difficulties that may arise in connection with the conclusion, renewal or application of the agreements referred to in article L. 6142-3, meets either on the initiative of the Prefect or at the request of the two contracting parties or of one of them.
The Prefect convenes the committee within one month of the request. The committee hears the Chairman of the Board of Directors and the Chief Executive Officer of the university hospital centre party to the agreement.
The Prefect may convene any person he deems necessary, either on his own initiative or at the request of the regional public health inspector or one of the contracting parties.
When the committee meets to settle financial difficulties, the departmental or, where applicable, regional director(s) of public finance for the department(s) in which the training and research unit(s) and university hospital centre are based, or in Paris, the regional director of public finance for Ile-de-France and the Paris department, must be called to give their opinion.
The Financial Controller of the Assistance publique-hôpitaux de Paris is also summoned when this administration is concerned.
When the committee meets to settle difficulties arising from the conclusion or application of agreements setting up dental care, teaching and research centres, it includes, in addition to the members listed in article L. 6142-11, a member of the council of the odontology training and research unit.
