I.-The Election Organisation Commission is responsible for:
1° Making available to voters, no later than thirteen days before the last day of the poll, the instruments required for voting, under conditions specified by order of the Minister responsible;
2° Organising the counting and collation of votes, on a date to be set no later than the Monday following the last day of the poll;
3° Announcing the results of the elections;

II – To carry out these operations, the chairman of the committee may request the assistance of the territorial chamber of commerce and industry or, where appropriate, the regional chamber of commerce and industry.
Items referred to in 1° of I which have not reached their addressee are returned by the companies responsible for delivering the mail to the prefecture, which keeps them until the expiry of the time limits for appealing against the elections or, where applicable, until a final judgment has been handed down on the disputes.
The prefecture draws up a summary statement of the results of the elections.
The prefecture draws up a summary statement of the envelopes not forwarded to the electors and returned to the prefecture on the date stipulated in article R. 713-18.
The stamp of the delivery company is affixed to the envelopes.
The mail delivery company’s stamp will be taken as proof.
