Each visit to the premises or places referred to in articles 60-1, 60-2 and 60-4 shall take place in the presence of the person concerned or their representative or, failing this, a person requested for this purpose by the customs officers and who is not under their administrative authority.
The inspection of means of transport takes place in the presence of the driver, the owner or, failing this, a person required for this purpose by the Customs officers and who does not come under their administrative authority. However, the presence of an external person is not required if the inspection involves a serious risk to the safety of persons and property. When the means of transport are inspected in the absence of the driver or owner, a record of the inspection is drawn up and signed, where appropriate, by the person requested to do so.
Means of transport specially fitted out for residential use and actually being used as a residence at the time of the inspection may only be inspected under the conditions laid down in article 64.
Luggage shall be inspected in the presence of the person holding it or, failing this, a person requested for this purpose by the customs officers and who is not under their administrative authority.
The examination of goods and the taking of samples carried out pursuant to Article 189 of Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Union Customs Code shall be carried out under the conditions provided for in paragraphs 2 and 3 of the same Article 189.
