Article A331-16 of the French Sports Code

Any application for a declaration of a meeting submitted by the organiser must include:

1° The name, postal and electronic addresses and contact details of the organiser and, where applicable, of the person appointed as technical organiser;

2° The title of the meeting, the date and times when it will take place;

3° The organisational arrangements for the meeting, in particular its specific regulations complying with the provisions set out in the technical and safety rules of the delegating federation;

4° A detailed map including the routes taken and a list of these routes. This information is provided for each route making up the concentration. The map of the routes used must show the assembly points or crossing points defined in advance;

5° The maximum number of vehicles taking part in the event and the number of accompanying vehicles;

6° The approximate number of people expected at the assembly points;

7° A list of the measures taken to ensure the safety and protection of participants and third parties and the measures taken by the organiser to guarantee public peace and quiet throughout the event;

8° A certificate of insurance policy, in accordance with the provisions of articles L. 331-10 and R. 331-30, taken out by the organiser of the meeting or, failing this, a declaration on honour committing the organiser to providing this certificate to the administrative authority no later than six clear days before the start of the meeting.

Article A331-16

Tout dossier de déclaration de concentration présenté par l’organisateur comprend :

1° Les nom, adresse postale et électronique et coordonnées de l’organisateur et, le cas échéant, de la personne désignée comme organisateur technique ;

2° L’intitulé de la concentration, la date et les horaires auxquels elle se déroule ;

3° Les modalités d’organisation de la concentration, notamment son règlement particulier conforme aux dispositions prévues par les règles techniques et de sécurité de la fédération délégataire ;

4° Un plan détaillé incluant les voies empruntées ainsi que la liste de ces voies. Ces éléments sont fournis pour chaque itinéraire composant la concentration. Le plan des voies empruntées fait apparaître les points de rassemblement ou de passage préalablement définis ;

5° Le nombre maximal de véhicules qui participent à cette concentration ainsi que le nombre de véhicules d’accompagnement ;

6° Le nombre approximatif de personnes attendus sur les points de rassemblement ;

7° Le recensement des dispositions assurant la sécurité et la protection des participants et des tiers ainsi que les mesures prises par l’organisateur pour garantir la tranquillité publique pendant toute la durée de cette concentration ;

8° Une attestation de police d’assurance, conforme aux dispositions de des articles L. 331-10 et R. 331-30, souscrite par l’organisateur de la concentration ou, à défaut, une déclaration sur l’honneur engageant l’organisateur à fournir cette attestation à l’autorité administrative au plus tard six jours francs avant le début de la concentration.
