Article D1233-48-3 of the French Labour Code

In the absence of a national framework agreement signed within the timeframes provided for in the third paragraph of article L. 1233-90-1 or article L. 1237-19-14, the Minister responsible for employment shall issue a collection order for the contribution provided for in the second paragraph of article L. 1233-86 or article L. 1237-19-11.

The Minister responsible for employment forwards this voucher to the Ministerial Budgetary and Accounting Controller, who is responsible for collection.

En l’absence de convention-cadre nationale signée dans les délais prévus au troisième alinéa de l’article L. 1233-90-1 ou de l’article L. 1237-19-14, le ministre chargé de l’emploi établit un titre de perception pour la contribution prévue au deuxième alinéa de l’article L. 1233-86 ou de l’article L. 1237-19-11.  

Le ministre chargé de l’emploi transmet ce titre au contrôleur budgétaire et comptable ministériel qui en assure le recouvrement.
