The National Advisory Commission on Natural Disasters meets at least once a year and as often as necessary, when convened by its Chairman or Vice-Chairman, who sets the agenda. Unless it is an emergency, the members of the Commission shall receive, at least five days before the date of the meeting, a notice of meeting including the agenda and, where applicable, the documents required to examine the matters on the agenda. The notice of meeting and related documents may be sent by any means, including electronic mail.
Any person from outside the Commission provided for in I of article L. 125-1-1 may be heard under the conditions laid down in article R. 133-6 of the Code des relations entre le public et l’administration.
The provisions of articles R. 133-9, R. 133-10 and R. 133-12 of the Code des relations entre le public et l’administration apply to the operation of the Commission.
When the National Advisory Commission on Natural Disasters is consulted on a draft law, decree or ministerial order, its opinion is deemed favourable in the absence of an express opinion issued within five weeks of the matter being referred to it. The members of the commission may then be consulted by any appropriate means enabling them to be identified and to participate effectively in a collegial deliberation.
