Article D2223-55-11 of the French General Code of Local Authorities

For each examination session, the training organisations will set up a panel of four people from the list for the department in which the theory tests are held. Each panel may include a maximum of one representative of the consular chambers and one representative of the profession. If a member of the jury is unable to attend, the jury may be held regularly if three members are present.

If all the people on the list are unavailable, the above-mentioned bodies may use the lists from another département.

Pour chaque session d’examen, les organismes de formation constituent un jury composé de quatre personnes figurant sur la liste du département où se déroulent les épreuves théoriques. Chaque jury constitué ne peut comporter au maximum qu’un représentant des chambres consulaires et un représentant de la profession. En cas de défection d’un membre du jury, le jury peut régulièrement se tenir dès lors que trois membres sont présents.

En cas d’indisponibilité de l’ensemble des personnes inscrites sur la liste, les organismes précités peuvent avoir recours aux listes d’un autre département.
