I. – The consultative commission for assessing the burdens of the communes, provided for in Article 11 of Law no. 2004-193 of 27 February 2004 supplementing the Statute of Autonomy of French Polynesia, comprises, in addition to its chairman, the members of the Local Finance Committee of French Polynesia.
II. – It is convened by its Chairman, who sets the agenda for its meetings. The notice of meeting and the agenda are sent to the members of the commission at least ten days before the date of the meeting.
The committee may only validly deliberate if at least two thirds of its members are present.
If the quorum is not reached, a new notice is sent to the members of the committee at least ten days before the date of the new meeting. The committee will then deliberate validly regardless of the number of members present.
In the event of a tied vote, the chairman has the casting vote.
The committee’s deliberations are recorded in minutes signed by the chairman. Copies are sent to each member and to the High Commissioner.
III. – The duties of rapporteur of the commission are carried out by the Secretary General of the High Commission or his deputy.
The Chairman may invite to attend a meeting, in an advisory capacity, any person whose presence he deems useful.
The commission may request any document it deems useful from the High Commissioner of the Republic or the President of French Polynesia.
The Commission shall adopt its rules of procedure.
