The Minister responsible for health issues the authorisations provided for in articles L. 4131-4 and L. 4131-4-1, after obtaining the opinion of the competent committee.
The authorisation to practise provided for in articles L. 4131-4 and L. 4131-4-1 is issued to the candidate by order of the Minister for Health.
For the issue of the authorisation to practise provided for in article L. 4131-4, the order specifies the place and duration of the duties which, with the exception of those of the associate university professors and associate university lecturers mentioned in the first paragraph of articles 4 and 8 of decree no. 91-966 of 20 September 1991 relating to the associate staff of hospitals and university centres in the medical and odontological disciplines, may not exceed three years.
In the event of refusal, the decision of the Minister for Health must be substantiated.
The ministerial authorisation to practise is published in the Journal officiel de la République française.
