Article D6123-2-1 of the French Labour Code

I.-The strategic orientations of the network of centres for animation, resources and information on training-regional employment and training observatories are set out in a three-year framework agreement concluded between the Minister responsible for vocational training, the representatives of the regions and the network of centres for animation, resources and information on training-regional employment and training observatories.

II – An annual agreement on objectives and resources concluded between the Minister responsible for vocational training and the network of centres for animation, resources and information on training – regional employment and training observatories specifies, in compliance with the strategic guidelines provided for in I, the commitments of the players, as well as the methods for calculating the State funding due in respect of the network’s public service missions for vocational training and guidance.

Article D6123-2-1

I.-Les orientations stratégiques du réseau des centres d’animation, de ressources et d’information sur la formation-observatoires régionaux de l’emploi et de la formation sont fixées dans une convention-cadre triennale conclue entre le ministre chargé de la formation professionnelle, les représentants des régions et le réseau des centres d’animation, de ressources et d’information sur la formation-observatoires régionaux de l’emploi et de la formation.

II.-Une convention annuelle d’objectifs et de moyens conclue entre le ministre chargé de la formation professionnelle et le réseau des centres d’animation, de ressources et d’information sur la formation-observatoires régionaux de l’emploi et de la formation précise, dans le respect des orientations stratégiques prévues au I, les engagements des acteurs, ainsi que les modalités de calcul de la dotation de l’Etat due au titre des missions de service public pour la formation et l’orientation professionnelles du réseau.
