Subject to the provisions of articles L. 1324-1, L. 1337-1, L. 1337-1-1, L. 1338-4 and L. 1343-1, breaches of the provisions of the articles of this book, or of the regulations adopted for their application, and breaches of the provisions of the articles of Title I of Book V of the Construction and Housing Code relating to insalubrity are investigated and recorded by officers and agents of the judicial police, in accordance with the provisions of the Code of Criminal Procedure, as well as by the agents mentioned in articles L. 1421-1 and L. 1435-7 or agents of local authorities authorised and sworn in under conditions laid down by decree in the Conseil d’Etat. To this end, these officials and agents have the powers and prerogatives set out in articles L. 1421-2 and L. 1421-3 .
Official reports drawn up by the agents mentioned in articles L. 1421-1 and L. 1435-7 or by the agents of the local authorities mentioned in the previous paragraph in this area are authentic until proven otherwise.
Violations of the provisions of health regulations relating to the cleanliness of public roads and spaces may also be recorded by officers specially authorised to record violations of the provisions of the Highway Code concerning the stopping or parking of vehicles.
