Article L2135-16 of the French Labour Code

The employees’ trade union organisations and the employers’ professional organisations receiving financing from the Joint Fund draw up a written annual report detailing the use made of the appropriations received.

They make this report public and send it to the fund within six months of the end of the financial year to which the report relates.

If the report is not sent within the time limit stipulated in the second paragraph, or if the evidence of the expenditure incurred is insufficient, the fund may, after giving formal notice to the organisation concerned to comply with its obligations, which has not been acted upon within the time limit stipulated in the formal notice, which may not be less than fifteen days, suspend the allocation of funding to the organisation in question or reduce the amount thereof.

Before 1st October each year, the fund submits a report to the Government and Parliament on the use of its appropriations. This report is published in accordance with the procedures laid down by regulation.

Les organisations syndicales de salariés et les organisations professionnelles d’employeurs bénéficiant de financements du fonds paritaire établissent un rapport annuel écrit détaillant l’utilisation qui a été faite des crédits perçus.


Elles rendent public ce rapport et le transmettent au fonds dans les six mois suivant la fin de l’exercice sur lequel porte le rapport.


En l’absence de transmission du rapport dans le délai prévu au deuxième alinéa ou lorsque les justifications des dépenses engagées sont insuffisantes, le fonds peut, après mise en demeure de l’organisation concernée de se conformer à ses obligations, non suivie d’effet dans le délai que la mise en demeure impartit et qui ne peut être inférieur à quinze jours, suspendre l’attribution du financement à l’organisation en cause ou en réduire le montant.


Avant le 1er octobre de chaque année, le fonds remet au Gouvernement et au Parlement un rapport sur l’utilisation de ses crédits. Ce rapport est publié selon des modalités fixées par voie réglementaire.
