Article L222-13 of the French Consumer Code

Contracts for which the withdrawal period defined in article L. 222-7 may not be started by the parties before the end of this period without the consumer’s agreement. Where the consumer exercises his right of withdrawal, he may only be required to make proportional payment for the financial service actually provided, to the exclusion of any penalty.
The supplier may only require the consumer to pay for the service referred to in the first paragraph if he can prove that the consumer was informed of the amount due, in accordance with article L. 222-5. However, he may not demand this payment if he has begun to perform the contract before expiry of the withdrawal period without prior request from the consumer.

Les contrats pour lesquels s’applique le délai de rétractation défini à l’article L. 222-7 ne peuvent recevoir de commencement d’exécution par les parties avant l’arrivée du terme de ce délai sans l’accord du consommateur. Lorsque celui-ci exerce son droit de rétractation, il ne peut être tenu qu’au paiement proportionnel du service financier effectivement fourni, à l’exclusion de toute pénalité.
Le fournisseur ne peut exiger du consommateur le paiement du service mentionné au premier alinéa que s’il peut prouver que le consommateur a été informé du montant dû, conformément à l’article L. 222-5. Toutefois, il ne peut pas exiger ce paiement s’il a commencé à exécuter le contrat avant l’expiration du délai de rétractation sans demande préalable du consommateur.
