Article L3121-21 of the French General Code of Local Authorities

Each year, the president reports to the departmental council, in a special report, on the situation of the department, the activity and financing of the various departments of the department and the bodies that depend on it. The report also specifies the state of execution of the departmental council’s deliberations and the department’s financial situation.

This special report gives rise to a debate.

Article L3121-21

Chaque année, le président rend compte au conseil départemental , par un rapport spécial, de la situation du département, de l’activité et du financement des différents services du département et des organismes qui dépendent de celui-ci. Le rapport précise également l’état d’exécution des délibérations du conseil départemental et la situation financière du département.
