Every member of the departmental council has the right, within the scope of his or her function, to be informed of departmental affairs that are the subject of deliberation.

The departmental council ensures the dissemination of information to its elected members by the material means it deems most appropriate. In order to enable the exchange of information on matters within its remit, the departmental council may, under the conditions defined by its deliberative assembly, make available to its elected members, on an individual basis, the necessary IT and telecommunications resources.
At least twelve days before the meeting of the departmental council, the chairman sends the departmental councillors a report, in whatever form, on each of the matters to be submitted to them. The reports may be made available to councillors who so wish by secure electronic means; this availability is the subject of a notice sent to each of these councillors under the conditions provided for in the first paragraph….
The reports on each of the matters to be submitted to the Standing Committee shall be forwarded at least eight days before its meeting, in accordance with the conditions laid down in article L. 3121-19.
Departmental councillors have the right to present oral questions relating to departmental affairs at a meeting of the departmental council. The rules of procedure lay down the frequency of such questions and the conditions under which they are presented and examined.
Each year, the president reports to the departmental council, in a special report, on the situation of the department, the activity and financing of the various departments of the department and the bodies that depend on it. The report also specifies the state of execution of the departmental council’s deliberations and the department’s financial situation. This special report gives rise to a debate.
