Article L341-1 of the French Tourism Code

If a tourist complex that significantly increases the number of seasonal visitors or brings about a substantial change in the use of the coastline for bathing or boating is not managed by a municipality or group of municipalities, an agreement must be signed with the municipality by the public or private entity carrying out the operation to set out the terms and conditions under which this public or private entity will manage, promote and run the tourist complex.

Article L341-1

Si un ensemble touristique ayant pour effet d’accroître de façon significative l’accueil des populations saisonnières ou d’entraîner une modification substantielle de l’usage balnéaire ou nautique du littoral n’est pas réalisé en régie par une commune ou un groupement de communes, une convention doit être passée avec la commune par la personne publique ou privée qui réalise l’opération pour fixer les modalités selon lesquelles cette personne publique ou privée assure ou fait assurer la gestion, la promotion et l’animation de l’ensemble touristique.
