I.-The sale, distribution or offer free of charge of cigarettes whose maximum tar, nicotine and carbon monoxide content exceeds the levels set by order of the Minister for Health is prohibited.
II.-This order also lays down :
1° The analysis methods used to measure the tar, nicotine and carbon monoxide content of cigarettes ;
2° Methods for verifying the accuracy of declared yields.
III – The measurements of the emissions referred to in I are verified by laboratories approved by the Minister for Health, on the advice of a public institution, designated by order of the same Minister, which evaluates and controls the elements falling within its field of competence. These laboratories are not owned or controlled, directly or indirectly, by the tobacco industry.
A decree lays down the conditions for the approval and control of the above laboratories.
