Article L521-10 of the French Consumer Code

Where it is found that all or part of the products do not comply with the regulations in force, the authorised agents may order them to be brought into conformity, at the operator’s expense, within a period that they shall set. If compliance is not possible, the administrative authority may order, by decree, that the products be used for other purposes, re-exported or destroyed within a period to be set by the administrative authority.
These measures apply, where appropriate, to all the products, including those elements which are no longer under the direct control of the operator to whom they are incumbent.

Lorsqu’il est constaté que tout ou partie des produits n’est pas conforme à la réglementation en vigueur, les agents habilités peuvent en ordonner la mise en conformité, aux frais de l’opérateur, dans un délai qu’ils fixent. Si la mise en conformité n’est pas possible, l’autorité administrative peut ordonner par arrêté l’utilisation à d’autres fins, la réexportation ou la destruction des produits dans un délai qu’elle fixe.
Ces mesures s’appliquent, le cas échéant, à l’ensemble des produits, y compris les éléments qui ne sont plus sous le contrôle direct de l’opérateur à qui elles incombent.
