Where there is evidence to cast doubt on the conformity of the product to the requirements in force relating to consumer health and safety or to the general safety obligation defined in article L. 421-3 and that the person responsible for placing the product on the national market is unable to justify the checks and inspections carried out, in particular those mentioned in article L. 411-1, in order to verify compliance with these obligations, the administrative authority may order it, by decree, to have checks carried out at its own expense by a body offering guarantees of independence, competence and impartiality, within a period set by the administrative authority.
