Article L7122-15 of the French General Code of Local Authorities

Votes are taken by open ballot whenever one-sixth of the members present so request. In the event of a tie, the President shall have the casting vote.

Nonetheless, votes on appointments shall always take place by secret ballot in cases where the law or regulations expressly provide for this. In other cases, the Assembly of French Guyana may decide unanimously not to proceed with nominations by secret ballot.

The results of public ballots, stating the names of those voting, shall be reproduced in the minutes.

Les votes sont recueillis au scrutin public toutes les fois que le sixième des membres présents le demande. En cas de partage, la voix du président est prépondérante.

Néanmoins, les votes sur les nominations ont toujours lieu au scrutin secret dans les cas où la loi ou le règlement le prévoit expressément. Dans les autres cas, l’assemblée de Guyane peut décider à l’unanimité de ne pas procéder au scrutin secret aux nominations.

Le résultat des scrutins publics, énonçant les noms des votants, est reproduit au procès-verbal.
