Any draft or proposed deliberation of the Assembly of French Guyana that has consequences for the environment or the living environment or concerns the identity of the Amerindian and Bushinenge populations is subject to the prior opinion of the Grand Customary Council.
The Grand Customary Council deliberates on the draft or proposal within a period of one month from the date of referral. If it has not given its opinion within this period, its opinion is deemed to have been given.
The matter is referred to it, depending on the case, by the assembly of French Guyana or its president, by the economic, social, environmental, cultural and educational council of French Guyana, or by the representative of the State in French Guyana.
