Article L722-9 of the French Code governing the entry and residence of foreign nationals and the right of asylum

The actual removal of the foreign national who is the subject of the decision provided for in article L. 615-1 may not take place before the foreign national has been given the opportunity to present observations and to notify or have notified his consulate, a counsel or any person of his choice.
