Article L7224-19 of the French General Code of Local Authorities

The President of the Executive Council, by delegation of the Assembly, may be entrusted for the duration of his term of office with taking any decision concerning the preparation, award, performance and settlement of contracts and framework agreements, as well as any decision concerning their amendments, when the appropriations are entered in the budget.

The President of the Executive Council shall report to the next meeting of the Assembly on the exercise of this power.

Article L7224-19

Le président du conseil exécutif, par délégation de l’assemblée, peut être chargé pour la durée de son mandat de prendre toute décision concernant la préparation, la passation, l’exécution et le règlement des marchés et des accords-cadres, ainsi que toute décision concernant leurs avenants, lorsque les crédits sont inscrits au budget.

Le président du conseil exécutif rend compte à la plus proche réunion de l’assemblée de l’exercice de cette compétence.
