I.-In application of article L. 114-1, the sports resource, expertise and performance centres are local public training establishments in the fields of sport, youth and popular education.
They carry out, on behalf of the State, and may carry out, on behalf of the region, the missions defined in articles L. 114-2 and L. 114-3 respectively.
The decree which, in application of article L. 114-1, creates a sports resources, expertise and performance centre, sets its name and location.
II – The sports resources, expertise and performance centres carry out the missions mentioned in 1° of article L. 114-2 in accordance with the national strategy for elite sport defined by the State under the conditions set out in article L. 112-10. In this respect, they ensure that the pursuit of sporting performance is reconciled with the athlete’s success at school, university and in the workplace, and that the physical and moral integrity of athletes is protected.
As part of their participation in the national network dedicated to elite sport provided for in 2° of article L. 114-2, they may contribute to observation, research or development work, produce and disseminate knowledge and carry out actions in the field of international relations and cooperation.
The operating and funding arrangements for the national centres of resources and expertise, which they are responsible for running in application of the same 2° of article L. 114-2, are set out in agreements signed with the Minister for Sport.
They contribute to promoting social and professional integration by offering adapted training courses, thanks to the sports and entertainment professions and by meeting the training needs identified by the region, and, with the other public training establishments placed under the supervision of the Minister responsible for sport, to the implementation of public training provision.
For the implementation of the training courses mentioned in 3° and 4° of article L. 114-2 and 4° of article L. 114-3, the centres may enter into agreements with the decentralised State services responsible for sport, youth and popular education.
