The issuer of the authorised special payment voucher referred to in B of Article L. 1271-1 shall notify the Minister responsible for personal services, by registered letter with acknowledgement of receipt, of any substantial changes it wishes to make to the terms and processes described in its application for authorisation.
The Minister responsible for personal services will notify the issuer, by registered letter with acknowledgement of receipt, of its decision to accept or reject the changes it has been notified of. This decision is taken after consultation with the Banque de France and the Agence centrale des organismes de sécurité sociale. The acceptance decision is published in the Official Bulletin of the Ministry responsible for services and on the website of the Minister responsible for personal services.
In cases of justified urgency, the authorised issuer may implement the changes it deems necessary, without waiting for the acceptance or refusal decision from the Minister responsible for personal services.
