Article R131-7 of the French Sports Code

The decision by which the Minister responsible for sport refuses to grant or renew approval is substantiated and notified to the federation.

If the Minister for Sport remains silent for more than four months on an application for approval or renewal of approval, this constitutes a decision to refuse. The obligation to give reasons is met under the conditions set out in article L. 232-4 of the Code des relations entre le public et l’administration.

La décision par laquelle le ministre chargé des sports refuse de délivrer ou de renouveler l’agrément est motivée et notifiée à la fédération.

Le silence gardé pendant plus de quatre mois par le ministre chargé des sports sur une demande d’agrément ou de renouvellement d’agrément vaut décision de rejet. Il est satisfait à l’obligation de motivation dans les conditions prévues par l’article L. 232-4 du code des relations entre le public et l’administration.
