The regional health plan is drawn up by the regional health agency on the basis of an assessment of needs. To this end, it carries out an assessment, including a forward-looking dimension, of health, social and medico-social needs and existing responses to these needs, including those implemented as part of other public policies.
The diagnosis also covers the continuity of healthcare pathways, the identification of any points of disruption within these pathways and any coordination difficulties between professionals, establishments or services.
The diagnosis takes particular account of
1° The demographic and epidemiological situation and its prospects for development ;
2° Health determinants and health risks;
3° Social and territorial inequalities in health;
4° The demography of healthcare professionals and projections for the future;
5° Assessments of previous regional health projects;
6° Where applicable, the specific needs of defence, the contributions, resources and actions of the armed forces health service mentioned in IV of article L. 1434-3.
